Early Childhood Intervention (ECI) is a statewide program within the Texas Health and Human Services Commission for families with children from birth to 36 months with developmental delays, disabilities or certain medical diagnoses that may impact development.

A referral to ECI can be based on professional judgment or a family's concern. A medical diagnosis or a confirmed developmental delay is not needed to refer. As soon as a delay is suspected, children may be referred to ECI, even as early as birth.

Families of all income levels receive ECI services. There is not income limit. No family is turned away because of an inability to pay. The following services are provided at no cost to the family regardless of income: Families with children enrolled in Medicaid, do not pay for any ECI services.
