I have a Mpeg file, but if i burn it onto a cd, my vcd player will not load the cd. How do i get it so the vcdplayer will play the file as a vcd?

How can I reduce the size of a VCD dat file? I had tried converting the file to mpeg but it hardly compressed the file. What are the various file formats which can reduce the size of the dat files ...
